This hovercraft was built for the State of Oregon’s Department of Environmental Quality. It was finished in the summer of 2002 and was put into service shortly thereafter. This is the first Vanguard craft ever built from the Sevtec plans, many would follow. It was built by the owner of Amphibious Marine, Bryan Phillips.
