Em 1972 concluiu o curso do Instituto Estatal de Relações Internacionais de Moscovo (do Ministério dos Negócios Estrangeiros da URSS). Domina o inglês, francês e singalês. Iniciou a sua actividade profissional em 1972 na Embaixada da URSS no Sri-Lanka. No período entre 1976 e 1981 trabalhou na Direcção das Organizações Internacionais do Ministério dos Negócios Estrangeiros da URSS. É casado e tem uma filha.
