Thursday, 30 January 2014. 陳雲：由全體立法會成員 組成提名委員會：催生政黨政治，改變政黨生態. 陳雲：由全體立法會成員 組成提名委員會：催生政黨政治，改變政黨生態. 我的特首普選建議，是不採取公民提名的方法，例如 一千公民提名之類，而是採取立法會議員提名的方法，例如夠了十名議員提名，即可參選。即是說，提名委員會的成員由全體立法會議員組成。這個方法的好處，是 特首候選人不會太多，而且議員提名可以方便日後組成政府內閣。即使中共要加入篩選機制，也是由議員投票決定，淘汰不合大多數票的首輪候選人。 由於基本法規定特首不能隸屬政黨，故此特首候選人不必來自政黨，只需要得到政黨支持就可以。甚至在接受選舉提名的時候，辭去政黨職位或脫黨便可。 此法也有利於政黨成長，由於政黨有權推舉特首候選人，故此各方面資助政黨、參與政黨活動的程度會明顯提高。將來更可以制訂《政黨法》，將香港的政黨活動規範化。香港有望用政黨政治的方法，促成民主社會。 符 合香港政治現實的方案，是由立法會議員擔任全體提名委員會成員。然而，為什麼香港的在野黨那麼執迷於公民提名呢？...公民提名，就切斷了特首與議會之間的聯...
