The minimal .bashrc file I create every time I get a new shell account is my usual set of safety aliases, which probably say a lot about my cautious nature as a programmer! Next, I have the usual set of language specific environment settings, such as JAVA HOME etc. Recently I had to switch between different JDK versions due to project dependencies as we upgraded versions.
