South East Wales Safeguarding Children Board. Children and Young People. The Children Act 2004 required each Local Authority to establish a Local Safeguarding Children Board (LSCB). From April 1st 2013, the five former LSCBs in the region merged to create one South East Wales Safeguarding Children Board (SEWSCB). SEWSCB covers the Local Authority areas of Blaenau Gwent, Monmouthshire, Torfaen, Newport and Caerphilly. Safeguarding and promoting the welfare of children and young people is defined as:.
