Or is it because of the "plain-ness" of the website? Well you can tell what im trying to tell if you have a look at the snapshot of the site. Or is it because of they've hired someone with no skill to cut the cost? Well, obviously the design principle is not applied in this site, but anyway it is not messy although it is not sylish.

The color scheme blends perfectly with the content of the website, and the links are well organized and easy to navigate around. A couple of animated GIFS and the rolldown menu is attractive to a vistor of the site. The 'Quick Links' and search function is there to allow people to navigate to what they want easily.
