This cover uses the a picture of Frank himself being portrayed as a saddened clown to convey the message of this album being for those who are depressed and lonely. The colors are also muted so that they show no sign of vibrancy or happiness.

The rain is a symbol of the tragedies of life raining down, but he is able to stand against it and face it. The designer does a nice job of placing one man on the poster instead of several because this can amplify. The strength of one man.
