Roy A Swift, Ph.D. COL, Retired. Executive Director, Workcred. Dr Swift holds a B.S. in occupational therapy from the University of Kansas, an M.S. Ed. from the University of Southern California, and a Ph.D. in continuing and vocational education with an emphasis in continuing competency in the professions from the University of Wisconsin-Madison. He has also successfully completed the University of Chicago’s three-week management development course.

Our national workforce credentialing system is diverse but it’s also dysfunctional. Take a look at this graph. This credentialing maze and the lack of transparent career pathways is one of the main reasons our national economy is suffering from a skills gap. Job seekers can’t find the credentials that will help them earn and demonstrate their competencies. Employers can’t find the certifications or credentials that will guarantee that employees know what a piece of paper says they know.

Credentialing in the U.S. is a diverse but dysfunctional system. Certificates, certifications, badges, licenses what are they worth to the workforce? More than 4,000 personnel certification bodies are at work in the United States and less than 10% are accredited or reviewed by a third-party accreditation body. There is no common definition of quality or value, no feeling of confidence, and no consistency across industry sectors. What we need is a competency-driven workforce credentialing ecosystem.
