2010年10月3日至10日，中国代表团一行6人赴牙买加首都金斯敦参加了世界技能组织召开的2010年世界技能组织大会 以下简称 大会 ，大会于2010年10月7日表决通过中国正式加入世界技能组织。 为保障劳动者享有接受职业培训的权利，促进职业培训的发展，中国建立了较为完善的职业培训政策法规体系，初步形成了以 劳动法 职业教育法 民办教育促进法 和 就业促进法 为基本法律，有关法规、规章相配套的职业培训法规政策体系框架。 截至2009年底，中国技能劳动者总量约1.1亿人，其中高级技师85.4万人，技师423.5万人，高级工2122万人。 近年来，中国人力资源和社会保障部制定颁布了 国家职业技能竞赛技术规程 国家职业技能竞赛裁判员管理办法 职业技能竞赛技术点评要点(试行) 国家职业技能竞赛组织实施指南 等文件，形成了较为完善的政策体系，加强和规范了职业技能竞赛的组织管理工作。 工作邮箱 jingsai china@cettic.gov.cn.
