It’s been a year since the Corbett administration forced the city of Harrisburg through a complex series of refinancings to keep the city and bond creditors out of bankruptcy proceedings. No aspect of the sweeping bailout has been more noticeable and upsetting to the public than the lease of the city’s parking assets.
