1871年 明治4年 には社会主義や共産主義の理念に基づき、世界初の労働者政権であるパリ コミューンが誕生した。 それに対し反共主義勢力は、オットー フォン ビスマルク政権の社会主義者鎮圧法 但し、ビスマルクの社会政策は、社会主義者であるフェルディナント ラッサールの提言による。 第一次大戦前後 第一次世界大戦中の1917年 大正6年 、ロシア革命は反共主義勢力の高揚期であった。 世界恐慌から第二次大戦まで 1929年 昭和4年 を境に世界恐慌の時代に入ると、日本を含めた幾つかの国でファシズムや軍国主義が台頭し始める。 彼らの思想には 社会主義と共に 多分に共産主義の理屈が含まれており、彼らと緊密に関わった近衛文麿は、後に 国体の衣を着けたる共産主義 と評している。 ファシズムの元祖であるベニート ムッソリーニ イタリア は、元々は父子共に熱心な社会主義者であり、またスイス放浪中にウラジミール レーニンから直接共産主義の教えを受けた経験を持っている。 ロシア革命でも白軍を支援したチャーチルは、第二次世界大戦の終結後に 鉄のカーテン として知られる有名な演説を行い、両者の対立 冷戦 を諷刺した。
