If you're creating anything procedural, you're almost guaranteed to come in need of random numbers at one point. And if you want to be able to produce the same result more than once, you'll need the random numbers to be repeatable. Why would you want to repeat the same result more than once? Ability to revisit the same level/world. For example a certain level/world can be created from a specific seed.

I've preferred to write my scenes in POV-Ray code rather than making them with a graphical-interfaced polygon-based modeler. Sunday, March 27, 2011. Ran 23 miles today with w/roughly 400 feet of elevation gain btwn miles 18 and 21. Was really nice to soak feet in ocean at La Jolla Shores afterwards. Sunday, August 18, 2013. In the last few minutes before the event, final adjustments were made on cameras and settings were double- and triple-checked. There was a brief moment of silence as the sun came into view around one of the pylons at the end of the pier. Suddenly, like several machine guns all firing simultaneously, the soft sound of camera shutters clicking filled the air for the next five minutes. Yes, we will all meet again in nine months :).
