Monday, March 3, 2008. Is Rwanda really spending $80M on consultancy? I was honestly shocked to hear that Rwanda spends a whopping $80 million (about Frw43.6b) in technical assistance projects. When the president of the Private Sector Federation (PSF), Robert Bayigamba, addressed a crowd during the fundraising corporate dinner hosted by PSF last Friday at Kigali Serena Hotel, he said consultancy services include studies. What does this mean to us as Rwandans? Who are these the recipients of this money?

He has a job in the city, and that night had attended the night shift. I was shocked when I saw the wounds on his face and bruises on his back. Let me share with you his sad story.
