The trend has been to give priority to home ownership in detriment of other forms of tenure and to encourage a private renting sector with flexible tenure arrangements. I am getting a bit tired of hearing news reports. That say “the housing market is recovering” or “housing market does XYZ”. There is a market and the emergent behaviour.
