Frac14; cup red wine vinegar. Frac14; cup olive oil. Salt and fresh ground pepper. To make the dressing, place garlic, capers, vinegar, olive oil, sugar, pepper and tarragon in a small blender or food processor and blend to combine. Place in a bowl and mix in the mayonnaise add lemon juice to taste.
