Wells with its marvelous photos of grown men and famous authors sprawled out on the floor guiding their small armies. The illustrations look like something out of Winnie the Pooh. Little Men at War. The Rest of It. Toy Soldiers on Parade. Likely the most popular scale for wargaming, I first bumped into figures this size in the 70s. Shifting to this scale was a big jump at the time resulting from the discovery of half price stock of 15mm Napoleonic figures at a local hobby shop. Escalating costs for larger figures made the transition easier. All figures are mounted for Empire which seems to use a narrow depth for its base. Likely these will all be rebased at some point for DBM.

The slightly shorter 25mm figures are still produced but when combined with 28mm, tend to look rather slight and unassuming, hardly what one would want in a miniature army. Some of the difference appears to be due to the bulkier size of the figure’s body. The larger 28mm figures tend to have larger limbs and torso. At one point, SPI, one of the most enterprising proponents of games with cardboard counters sold boxes of Napoleonic miniatures to mount on the cardboard counters in two of their games.
