以個人感覺來說，奇妙電視是3間中最差的一間，因為有線沒有什麼可觀的製作，香港電視網絡及香港電視娛樂應該差不多。所以你會見到奇妙電視那行右手邊在solut'n A 下面是0.2 分，香港電視娛樂在 solut'n A 下面是1分。 在技術水平這環節裡，因為香港電視娛樂是一間新公司，技術水平未必及現有的電視台，所以在這裡會失分。在這裡，我認為香港電視娛樂會比較有優勢，所以分數比其他對手高，有5分，至於奇妙電視就應該跟香港電視網絡差不多，所以是1分。 綜合以上分數，（需要把每個原則每間公司得分乘原則的比重分數，才得到以下分數）， 結果如下圖：. 香港電視娛樂是最高分（技術水平佔優）第二是香港電視網絡（節目製作能力佔優），第三是奇妙電視。 其實如果行政會議用這個方法得出結論，便可公開結果，不會涉及透露什麼商業秘密了。 以上是以本人意見來評分，主要想淺釋如何運用優先矩陣，為不同的改善方案訂下優先次序。你們也可試試打分，看那個電視台最高分，然後跟我分享。 Http:/ www.info.gov.hk/gia/general/201311/05/P201311050441.htm.

香港電視發牌與優先矩陣 （一）. 香港電視發牌終於定案了。 縱使我們不願意看見一個有創意的電視台在這比賽中輸了，但結果已沒有改變餘地。政府說用了一籃子條件來考慮，但是說來說去都說不清。我們曾經帶領眾多管理階層一起討論如何訂立遠景，使命，及目標，都是要考慮一籃子資料，如果沒有系統的討論工具，很難帶領這麼多有地位及豐富經驗的高層，達成共識。 六西格瑪工具裡，有一個工具叫優先矩陣，是可以把一籃子的原則計算比重，然後用這比重衡量每個申請者的分數。這是我在黑帶課程教的。在這裡幫你們溫溫書吧！ 根據政府資料，行會考慮三份申請時，採用十一項因素和四大評審準則。縱觀十一大因素，大部分是關於市場是否可容納五個或以上電視台，所以我嘗試用四大評審原則來作示範，看如何運用優先矩陣來評核三個申請者。 這張表就是把每個條件做一次配對，找出那一個條件重要，再訂比重。我在這裡嘗試用一個市民的角度來給分，始終都是節目製作能力及技術水平佔先，然後再到財政能力，最後是節目投資。 有了這些比重分數後，我們便可在3個申請者中做比拼了。 我會在下一個微博再解釋。 Dr Rita Wan, Master Black Belt. 香港電視發牌與優先矩...

香港電視發牌與優先矩陣 （二）. 有了四個原則之比重，我們便要在每一個原則下，比對每一個申請者的分數。 10 分表示這公司做得最好，5分是較好，1分是相同能力，0.2 分代表做得較差，0.1分代表非常差. Solut'n A 是香港電視網絡，Solut'n B 是奇妙電視，Solut'n C 是香港電視娛樂. 根據香港電視所發表的17頁回應，香港電視網絡應該是持現金量最高。在上表你可看到奇妙電視右手邊藍色部分，在solut'n A 下面，打了0.1 分，代表奇妙電視在財力上比香港電視網絡差很遠。香港電視娛樂的2013 中期業績是負債累累，所以都是在solut'n A 下 打了0.1分。相反，香港電視網絡比對手好，你會見到在右手邊 solut'n B 及 solut'n C 下面黃色部分是10 分. 至於香港電視娛樂與奇妙電視比較，因為奇妙電視有現金，而香港電視娛樂則是負債，所以香港電視娛樂比較差，在上圖香港電視娛樂右手邊 solut'n B 下，打了0.2分。 至於奇妙電視與香港電視娛樂比較，則應是差不多，所以是一分。 Dr Rita Wan, Master Black Belt.
