職能基準(Occupational Competency Standard-OCS)指產業創新條例第18條所述，為由中央目的事業主管機關或相關依法委託單位所發展，為完成特定職業 或職類 工作任務，所需具備的能力組合。 依據該職業 職類 之主要工作進行分析，分層展開主要職責、工作任務、工作活動 視工作複雜度決定分層數，建議以職責、任務2層為主。 技能 指執行某項任務所需具備可幫助任務進行的認知層面能力或技術性操作層面的能力 通稱hard skills ，以及跟個人有關之社交、溝通、自我管理行為等能力 通稱soft skills。 3 職業 與 職類. 有關 職業 部分，將以行政院主計總處訂頒之 中華民國職業標準分類 之小類或細類職業名稱為發展範疇，若於以上官方分類依據中均無適用之職業名稱，則以產業慣用之職業名稱作為發展範疇。 網站瀏覽次數 1,175,255.

產業競爭日益劇烈，企業經營若想勝出，唯有專業人才是致勝關鍵，而優質的人才更是核心競爭力。但「尋才不易」是目前台灣企業共通的難題。經濟部工業局依據產業需求及產業創新條例第18條，推動職能基準與能力鑑定，協助產業突破人才困境。 經濟部自95年推動職能基準與能力鑑定，至今(103)年累積發展機械、LED、保健食品等171項職能及45項能力鑑定，影響4千5百家企業、產業公協會、學校，並推動206家企業優先面試及聘用能力鑑定合格者，帶動106個大專校院系所調整教學內容，形成良性的人才供需循環。去年11月19日舉辦「能力鑑定應用成果大會｣，產官學研各界代表與會，共同見證耀眼成果，激發各界觀摩效法。 會場設有成果長廊，集結歷年能力鑑定辦理成果、應用成果、獲證者英雄榜及各指標性相關會議及鑑定考試之精采照片，以加深現場與會者對能力鑑定之深刻印象。 現場不少人停駐成果長廊區觀摩，拍照留念。台灣利得生物科技林麗華協理說，能力鑑定對保健食品廠商來說是一大福音，不只產品需要認證，人才更需要認證。 崑山科技大蘇炎坤校長說，「崑山科技大學盡全力支持，鼓勵老師帶領學生參與，目前獲...黑松張斌堂董事長表示，「...
